You won't need to find the item again in the vaults, just don't do anything after accepting the quest.Showed up for me after doing the Dragonscale Camp quests (and having returned the vase from Zskera Vaults with Hraxian on it to Veritistrasz). Not sure if I had to wait for a daily reset, but I didn't notice it until the next day. After listening to the story (and turning in the quest), there's a followup that awards Hraxian's Unbreakable Will..
